Hutto Southeast Loop Sewer Project: Repairs and the Updated Timeline

By Abel Landin · October 20, 2026

TL;DR

  • Part of Hutto’s new Southeast Loop sewer pipeline needs repairs after pipe rose out of position.
  • City staff expect repairs to finish in March 2027.
  • The delay puts off new sewer capacity planned for the Megasite and surrounding areas.
  • The records reviewed do not establish a disruption to existing household sewer service.
  • Staff said the contractor had acknowledged the problem and described the repairs as its responsibility. The final repair cost and details of who pays each expense were not confirmed in the records reviewed.

Part of Hutto’s new Southeast Loop sewer pipeline rose out of place and needs to be fixed. City staff explained the problem and the delay at the October 1 City Council meeting. [1]

What does this pipeline do?

The project is designed to carry wastewater from the Megasite and surrounding areas toward the South Wastewater Treatment Plant. Wastewater is used water from homes and businesses. [2]

The city calls this line an interceptor. It is a large sewer pipe that collects wastewater from other lines. The city’s bid called for about 19,800 feet of pipe, or 3.75 miles, between the treatment plant and the Southeast Loop Lift Station. That station is also called the Megasite Lift Station. [2]

The new line is designed to use gravity to move wastewater and help relieve the Southeast Loop Lift Station. [2]

What needs to be repaired?

Staff said about 1,500 feet of pipe had been installed incorrectly. They described a raised section that needed to be lowered and kept from floating again. [1]

Speakers also referred to about 2,200 feet of pipe. They did not clearly explain which part of the 19,800-foot project that figure covered. [1] [2]

Staff said they had spoken that day with the contractor, the subcontractor handling repairs, and the design consultant about the proposed fix. A Council member raised concerns about where the affected section connects to pipe that meets the project’s requirements. Staff agreed to follow up. [1]

How does the delay affect residents?

The delay means a longer wait for the added sewer service planned for the Megasite and nearby growth around Highway 79 and Boggy Creek. [2]

The records reviewed do not show that this problem has interrupted sewer service to existing homes. They also do not name homes or developments whose connections have been delayed.

Staff said Taylor had been notified of the delay. [1]

What is the repair timeline?

Staff expect repairs to finish in March 2027. The meeting did not give dates for final testing, city approval, or when the line could start carrying wastewater. [1]

A review of the October 15 Council meeting and workshop transcripts found no further update on the Southeast Loop repairs. [3] [4]

What is known about costs?

Staff said the contractor had acknowledged the problem and described fixing it as the contractor’s responsibility. The records reviewed did not confirm the final repair cost or show who would pay each related expense. [1]

The city’s adopted budget for fiscal year 2027 lists $6,573,286 for the Southeast Loop Wastewater Interceptor project. It does not label that money as a repair cost, so it should not be read as the bill for fixing the pipe. [5]
